- The apostle’s anguish over Israel (vv. 1-5)
- We must understand Israel in terms of God’s promise and his call (vv. 6–13)
- We must rely on God’s mercy, not insist on his justice (vv. 14–23)
- We can only rely on God’s call (vv. 24–33)
